The Community COMPASS process includes planning for 12 community systems, as many as 30 initiatives, and a multitude of strategies and action plans related to selected initiatives.

The Process:

  • Community Systems (State of the County Report)
    The comprehensive plan includes 12 vision elements (desired results). Research on each vision element will result in a State of the County report.
     
  • Initiatives (Strategic Plans)
    Each vision element includes several initiatives (sets of interrelated strategies). For each selected initiative, a committee will be formed to prepare a strategic plan. The strategic plan will identify desired results, indicators, trends, causes, partners, and refined strategies. The selected indicators for each initiative as well as each community system enable the HCRPC to prepare a community report card for measuring community progress toward desired community results.
     
  • Strategies (Action Plans)
    Each selected initiative (and completed strategic plan) will include several critical strategies. The implementing organization (COMPASS Partner) will prepare an action plan for the strategy they select. The action plan identifies the tasks, responsibility, schedule, budget, and funding.
     
  • Implementation
    The organization that prepares the action plan is responsible for implementing the plan and measuring performance of the project or program.
